About Us

Who We Are

OAPA represent scores of Medicaid Agencies with shared values of person-centered community-based services that provide a cohesive, effective, innovative, and respectful support system for the I/DD community. 


Member agencies provide supports individually and in groups under many umbrellas: community living/in-home supports, employment services, behavior services, supported living, and residential services. These supports enhance independent daily living and increase community inclusion. 


OAPA advocacy creates a collaborative, unified message that informs and guides, policy, procedures, and fiscal decisions at the state level that impact I/DD individuals and their support teams.

Our Accomplishments

Upon its formation in 2013, OAPA's (formerly called OCSPO) advocacy and outreach at the state level has benefited In-Home Medicaid Agencies by: 


  • Creating a voice and a "seat at the table" that recognizes OAPA members as major stakeholders alongside older, larger advocacy groups. OAPA works side-by-side with policy makers to ensure In-Home Medicaid Agencies are represented.


  • Building a strong working relationship with ODDS and legislators individually and collectively. This facilitates active participation at OAPA meetings by the Director of ODDS providing a direct line of communication for questions, clarifications, and input about the impact of proposed and future policy, procedures, and fiscal legislation on member agencies. OAPA has coordinated the delivery individual and group letters and multimedia presentations to legislators, as well as in-person visits, that have built legislative commitment to the services In-Home Medicaid Agencies provide the I/DD community, the value of the DSP workforce, and the prioritization of OAPA's needs and challenges.


  • Empowering In-Home Medicaid Agencies with a sense of community by building opportunities in mentoring and networking. It provides structure for a collaborative and unified message, which emphasizes the value of the services In-Home Medicaid Agencies provide the I/DD community. Through this message, OAPA informs, advises, and impacts proposed policies, administrative rules, and legislative appropriations.
